The RESTRICT act

Is the Restrict act that is currently in the US Congress something to be worried about? My understanding is that it will be used to restrict the use of VPNs in the US, and the effective start on internet sensoring in the states. If the US closes domestic on/off ramps while banning VPN usage could it kill crypto in America?
