Along with the Chair Gary Gensler, The SEC has 4 commissioners that heavily influence decisions by the SEC.

SEC Commissioner Hester M. Peirce went onto CNBC relatively recently and publicly said she is mystified at why the SEC has not approved a bitcoin ETF yet.
So you have one of the most influential/organizations in the world (BlackRock) that always get's its ETF's approved by the SEC + one of the most influential people within the SEC publicly saying a Bitcoin ETF needs to be approved.
You have leading nations that are more financially risk averse like Canada already having Spot Bitcoin ETF's (Consider they had stricter financial regulation to prevent stuff like the issues faced by the US in 2008 and they banned Binance a long time ago but thought Bitcoin Spot ETF was ok).
It's almost impossible for the ETF not to get approved at this point.
